Developed by PSPINC in Bellevue, Washington, Libra is a whitelist-based spam filtering system. Most spam filtering systems use blacklists, where mail is rejected based on either a certain list of email addresses or a list of text patterns that is used to match against the contents of incoming mail. These lists take a lot of time and effort to maintain and, in the end, are still not that effective.
Whitelist-based filtering, on the other hand, works in almost the exact opposite way. A whitelist basically contains a list of email addresses that are set as "safe" addresses to receive mail from. When a mail comes to you from an address not registered on your whitelist, that message is flagged as "POSSIBLE SPAM", and a reply mail is sent back to the sender, notifying him/her that they must register with the whitelist system before their mail is sent through. Once they register, they will put on the whitelist and their mails will be directly delivered to your inbox from then on.
A fairly automated system as well as having a user-friendly interface makes Libra very effective against eliminating loads of spam mail.
